I cannot access the volume control for Windows when using my MOTU Audio Interface -- can I use CueMix to control the wave output?

MOTU wave audio output cannot be controlled by "Volume Control", which is the Windows multimedia applet associated with the volume functions of the operating system. Most MOTU audio interfaces are equipped with a dedicated main out volume knob, headphone volume knob, or a combination of the two. MOTU audio interfaces without volume knobs rely on the host application's master output for volume control. (ie: the volume slider in Windows Media or the master volume fader in your DAW's mixer*)

CueMix is a virtual input monitor mixer, allowing you to route any number of inputs through assigned output(s) of your CueMix supported MOTU audio interface. The output section in the CueMix mixer functions mainly as the output volume control for the input monitor mix. It does not provide control over the computer's wave audio output.

However, in CueMix FX (used by the 828mk3 and other mk3 series FireWire audio interfaces), the Monitor knob does control both the input being patched through via CueMix and the level of audio being output from the computer, such as from your DAW.
